Barclay E. Berdan
Chief Executive Officer
Barclay E. Berdan, FACHE, is the chief executive officer of Texas Health Resources, a faith-based, nonprofit health system that cares for more patients in North Texas than any other provider. Texas Health is ranked No. 9 on the 2019 Fortune 100 Best Companies to Work For® list, and has been named No. 1 on the Fortune 20 Best Workplaces in Health Care list for four consecutive years.
Berdan became chief executive officer of Texas Health on Sept. 1, 2014, after serving as senior executive vice president and chief operating officer the previous two years. With 30 years of service at Texas Health, Berdan describes the system’s culture as one of a family where the Mission, Vision, Values and Our Texas Health Promise℠ are woven together and modeled each day in the care of patients and their families. He believes that Texas Health was built on a strong foundation of traditions — faith, quality, compassion, innovation — traditions that will sustain and guide the organization into the future.
Berdan joined Texas Health in 1986 as vice president/administrator for Texas Health Harris Methodist Hospital Southwest Fort Worth, overseeing the construction and opening of the hospital. He served as the chief operating officer of Texas Health Harris Methodist Hospital Fort Worth from 1993 to 1999 and then as its president from 1999 to 2007. He also served as executive vice president for Texas Health from 2005 to 2007, and as senior executive vice president for system alignment and performance from 2007 to 2012.
Before joining Texas Health, Berdan worked for American Medical International for nine years in hospital leadership positions in Florida, Arkansas and Texas. He also previously served in administrative positions at Northwestern Memorial Hospital and Jackson Park Hospital, both in Chicago.
Berdan earned a Bachelor of Science degree in biology from Texas Christian University in Fort Worth and a master's degree in business administration with a specialization in hospital administration from the University of Chicago Graduate School of Business.
Active in health care issues, Berdan served as chairman of the Texas Hospital Association for the 2008-09 year. He received the 2013 Earl M. Collier Award for Distinguished Health Care Administration, the association’s highest honor. He was also recognized in 2015 with the D CEO Excellence in Healthcare Award as Outstanding Healthcare Executive and was named to Modern Healthcare’s “100 Most Influential People in Healthcare” list in 2016.
He served as chair of the United Way of Tarrant County 2016-2017 campaign. He is past chair and a board member of the American Heart Association Tarrant County chapter, and co-chairs the steering committee of the Fort Worth Blue Zones ProjectTM, the nation’s largest Certified Blue Zones Community®. He is a board member of Premier Inc., and serves on the organization’s finance committee, and is also an Executive Committee member for the Healthcare Leadership Council.
Winjie Tang Miao
Senior Executive Vice President and Chief Experience Officer
Winjie Tang Miao is the senior executive vice president and chief experience officer for Texas Health Resources. In this role, she brings consumer and operational experience to the company’s core business transformation and new business creation, including research and development and strategy for Texas Health.
Miao joined Texas Health in 2000 as an administrative resident at Texas Health Presbyterian Hospital Dallas. While there, she oversaw the development of more than $500 million in construction and the growth and development of outpatient clinics and the oncology service line. In 2007, she was named president of Texas Health Harris Methodist Hospital Azle, and in 2011 she became president of Texas Health Harris Methodist Hospital Alliance. Under her leadership, Texas Health Alliance opened in 2012, and has continually received national recognition for its advances in health information technology, offering patients advanced interactive and digital equipment. Miao became Texas Health’s senior vice president of System Integration and Innovation in 2015 and was instrumental in efforts including Reliable Care BlueprintingTM, the health system’s approach to care design, creating a reliable, quality experience in every consumer encounter.
A biomedical engineering graduate of Johns Hopkins University, Miao also earned a master’s degree in health care administration, with a concentration in financial management and quality management, from the University of North Carolina at Chapel Hill.
In 2013, she was honored with the Outstanding Achievement Award from the US Pan Asian American Chamber of Commerce-Southwest Region. She has been named by Becker’s Hospital Review as one of the “130 Women Hospital and Health System Leaders to Know” (2015) and "25 Healthcare Leaders Under Age 40" (2012). In 2008, she was honored as one of Modern Healthcare magazine's "Up and Comers."
Chief People Officer
Carla Dawson is chief people officer for Texas Health Resources. She is a long-term Texas Health veteran with 15 years of experience growing her career with us. She brings a passion for making Texas Health a great place to work. As chief people officer, she is responsible for all Human Resources functions along with advancing our great culture and preparing our workforce for the future. Carla has demonstrated the impact an individual can make at Texas Health while incorporating diversity of thoughts and ideas along the way.
In her previous role as vice president of Total Health and Total Rewards, Carla Dawson led all aspects of benefits, compensation, leaves of absence, and employee health & safety. She also oversaw HR operations for Texas Health Physicians Group. In addition, she has been instrumental in advancing adoption of our Be Healthy program.
Carla has made many contributions during her tenure at Texas Health including designing and managing competitive compensation rewards and benefits. She also has spearheaded our efforts to improve workplace safety, including creating new policies to protect our care team and designing procedures to improve workplace safety. In addition, under her leadership the employee health programs have been standardized across the system, creating an experience that is more uniform regardless of where you work.
Prior to joining Texas Health in 2005, Carla was a consultant at Hewitt Associates for seven years with Texas Health as one of her clients.
Carla earned a bachelor of arts degree in advertising with honors from Texas Tech University. She holds CBP (Certified Benefit Professional) and CCP (Certified Compensation Professional) certifications from WorldAtWork.
In her free time, Carla enjoys traveling and spending time with her nieces and nephews. She also has volunteered for 20 years for the children’s camp at her church, Fellowship Church in Grapevine.
Executive Vice President and Chief Financial Officer
Rick McWhorter is the executive vice president and chief financial officer for Texas Health Resources. In this role, he provides accounting, financial, risk and affordable health leadership and support. He also oversees investments and treasury services, insurance services, revenue cycle management, real estate services, IT services, as well as supply chain management.
Since joining Texas Health in 1990, McWhorter has provided financial oversight across the system while serving in numerous leadership roles. Most recently, he was the chief financial operating officer, where he implemented the system’s board-approved financial sustainability policy. He also played a significant role in the development of financial processes for the Joint Operating Company hospitals of Southwestern Health Resources, an integrated network that blends the strengths of UT Southwestern Medical Center and Texas Health. Additionally, McWhorter represents the system as a member of the finance committee for Premier AEIX, a professional liability risk retention group with other health systems across the country.
McWhorter earned his Bachelor of Business Administration in accounting from Texas Wesleyan University and is a licensed certified public accountant in the State of Texas. He is a certified health care financial professional and fellow of the Healthcare Financial Management Association.
Outside of Texas Health, McWhorter has chaired the health care education committee for the Texas Society of CPAs, served a three-year term on the United Way of Tarrant County board, and is on the Executive Board of the Boy Scouts of America, Circle 10 Council. He also recently joined the board and audit committee of his alma mater, Texas Wesleyan University.
David J. Tesmer, M.P.A.
Chief Community and Public Policy Officer
David J. Tesmer, M.P.A., is the chief community and public policy officer for Texas Health Resources. Since joining the organization in 1995, he has been responsible for providing strategic direction and management in the areas of public policy, stakeholder relations, faith and spirituality integration, community health improvement and North Texas Healthy Communities (Blue Zones Project Fort WorthTM).
With more than 25 years of experience in public policy and stakeholder relations, Tesmer has held a variety of key leadership positions at the local, state and national level including director emeritus and past chair of the North Texas Commission. He is also past chair of the Greater Arlington Chamber of Commerce and Texas Hospital Association (THA) Political Action Committee (PAC). He currently serves as chairman of the Government Affairs Committee of Premier Inc. and is a member of the American Hospital Association’s (AHA) Multi-Hospital Policy Committee and Texas 2036 Health Policy Workgroup. In addition, Tesmer serves on the Advocacy Committee of the Trauma Center Association of America.
Tesmer earned both his undergraduate degree in political science and master’s degree in public administration from Texas Tech University.
He has been recognized by Premier, AHA and THA for his outstanding advocacy efforts by receiving the Excellence in Advocacy Award, Most Valuable PAC Player and HOSPAC Star Award. In addition, Tesmer was awarded the United Nations Global Leadership Award for Sustainable Development for Good Health and Wellbeing.
Kenneth J. Kramer
Executive Vice President and General Counsel
Kenneth J. Kramer is the executive vice president and general counsel for Texas Health Resources. In this role, he is responsible for all legal services of Texas Health and its many provider entities.
Prior to joining Texas Health in 1993, Kramer was senior division legal counsel for Charter Medical Corporation in Macon, Georgia and held the positions of director of Medical Law and Deputy Staff Judge Advocate for the United States Air Force. He retired as a judge advocate (Lieutenant Colonel) with the United States Air Force Reserves in 2003.
Kramer was an honor graduate of the United States Air Force Academy in Colorado Springs, Colorado. He received his master's in psychology from St. Mary's University in San Antonio, Texas, and his law degree from the University of Texas School of Law. He also completed the General Management Program at the Harvard Business School.
He has co-authored “AIDS Issues in the Military,” published in the Air Force Law Review and a two-part article, “Clinical Privileging Actions in the U.S. Air Force Medical Service,” which was published in the June and September 1996 editions of The Reporter, a JAG legal review. In addition, Kramer lectures on many health care topics including mental health and managed care issues.
Ravi Siripurapu, M.D.
Chair, Physician Leadership Council
Ravi Siripurapu, M.D., is chair of the Physician Leadership Council for Texas Health Resources. In this role, he leads physicians on the medical staffs of Texas Health hospitals through the challenges and opportunities of the health care environment. He is also a representative on the Physician Leadership Policy Council.
Since 2010, Siripurapu has served as a hospitalist on the medical staffs of Texas Health Harris Methodist Hospital Fort Worth and Texas Health Specialty Hospital. He is also the founder and president of Medical Associates of North Texas, a primary care office in Fort Worth.
In addition, Siripurapu is the medical director, chief of staff and chair of the Credentialing Committee for Texas Health Specialty Hospital. He is actively involved in the training of medical students in becoming future physicians while serving as an assistant professor at Texas Christian University and the University of North Texas School of Medicine.
After graduating from medical school in India, Siripurapu worked as chief resident and an emergency room physician in Jamaica for five years. He then came to the U.S. and completed his internal medicine residency at Mount Sinai School of Medicine in New York. Prior to joining Texas Health, he practiced medicine, served in the Pharmacy and was a member of the Credentialing Committee at Menifee Regional Hospital in California.
